The GOP is working hard to wrest control of the Senate from the Dems in 2012, and only has to net four seats to flip the Dems' 53-47 majority in the 100-member Senate. Is Nelson's retirement a "significant blow" to Dems, or no biggie since he would have likely lost his re-election bid anyway?
This is a big loss for Dems:?Nelson's retirement "puts Republicans one seat closer to a majority," Cook Political Report's Jennifer Duffy?tells Bloomberg. I simply "don't see a path to victory for Democrats in Nebraska." Nelson is hardly perfect, Rothenberg Political Report's Nathan Gonzales tells Bloomberg, but he was the Dems' best bet in the Cornhusker State. And remember, Democrats are already "defending eight out of the 10 most competitive seats in the country." This is a "significant blow" in the Left's quest to keep the Senate.

WASHINGTON (AP) ? The CIA said Friday its internal watchdog found nothing wrong with the spy agency's close partnership with the New York Police Department.
The agency's inspector general concluded that no laws were broken and there was "no evidence that any part of the agency's support to the NYPD constituted 'domestic spying'," CIA spokesperson Preston Golson said.
The inspector general decided to do a preliminary investigation after a series of stories by The Associated Press revealed how after the 9/11 attacks the CIA helped the NYPD build domestic intelligence programs that were used to spy on Muslims. A CIA officer also directed intelligence collection and reviewed reports, according to former NYPD officials involved.
The revelations troubled some members of Congress and even prompted the U.S. director of national intelligence, James Clapper, to remark that it did not look good for the CIA to be involved in any city police department. Thirty-four lawmakers have asked for the Justice Department to investigate but so far that request has gone nowhere.
New York Police Commissioner Raymond Kelly has maintained the NYPD's relationship with the CIA was proper. Under an executive order the CIA is allowed to assist local law enforcement.
"Operating under this legal basis, the CIA has advised the police department on key aspects of intelligence gathering and analysis that have greatly benefited our counterterrorism mission and protected lives in New York City," Kelly said earlier this year.
David Buckley, the CIA's inspector general, completed his review in late October. It's not clear if his report opens the door for other municipal police departments nationwide to work closely with the CIA in the war on terror.
The CIA's deep ties to the NYPD began when CIA Director George Tenet dispatched a widely respected officer, Larry Sanchez, to New York, where he became the architect of the police department's secret spying programs. At the NYPD, Sanchez worked side by side with David Cohen, a former senior CIA officer who became head of the department's intelligence division just months after 9/11.
Sanchez also hand-picked an NYPD detective to attend the "Farm," the CIA's training facility where its officers are turned into operatives. The detective, who completed the course but failed to graduate, returned to the police department where he works today armed with the agency's famed espionage skills.
Sanchez was on the CIA payroll from 2002 to 2004 and then took a temporary leave of absence to become deputy to Cohen.
In 2007, Sanchez left the CIA, staying on at the NYPD until late 2010. He now works as a security consultant in the Persian Gulf region.

TOKYO (Reuters) ? Toyota Motor Corp (7203.T) will announce an earnings forecast on Friday for the financial year to March 2012, as it steadily restores production disrupted by Thai flooding that forced it to withdraw its outlook a month earlier.
Toyota's output has returned to normal levels at most of its production sites worldwide, although Thai and South African plants continue operating at reduced rates after Thailand's worst floods in 50 years hit suppliers, cutting global output by 215,000 vehicles from October 10 to November 25.
The relatively quick compilation of new guidance contrasts with Honda Motor Co (7267.T), which was hit particularly hard when its own facilities were inundated by floods in central Thailand and also withdrew its annual earnings guidance when it announced half-year results.
Honda said last week it was aiming to give a full-year forecast with its third-quarter results, usually released in late January.
"Toyota is doing well compared to Honda (regarding the Thai floods) and its share of the market is growing as a whole," said Mitsushige Akino, chief fund manager at Ichiyoshi Investment Management Co.
"I think the numbers will be as expected, and the fact that they are releasing them now is a good thing."
Nissan Motor Co (7201.T) raised its outlook when it gave its half-year figures, as it adapted more quickly to the disruptions triggered by the Thai flooding.
The floods hit just as Toyota's supply chains had recovered from the devastating March 11 earthquake in northeast Japan.
Japan's biggest automaker had been projecting an operating profit of 450 billion yen ($5.77 billion) for the year to March 2012 when it withdrew its forecast on November 8, compared with 468.28 billion yen the year before.
The consensus forecast of 23 analysts polled by Thomson Reuters I/B/E/S calls for an operating profit of 422 billion yen, down from a 486 billion yen average forecast from 21 analysts at the time the company's guidance was withdrawn.
Toyota's profits have also been eroded by the strong yen, which is making its exports unprofitable and reduces the value of profits earned overseas when they are repatriated.
The company is nevertheless sticking to a commitment to manufacturing in Japan, despite disadvantages when competing globally against rivals such as Hyundai Motor Co (005380.KS).
Monday's news came after the end of share trading in Tokyo.
Toyota shares climbed 2.7 percent on Monday, outperforming a 0.6 percent rise in the benchmark Nikkei average (.N225), as well as Honda's 0.8 percent fall and Nissan's 0.1 percent gain.
Since the March 11 earthquake, Toyota and Honda have both dropped about 26 percent, while Nissan is down 11 percent.

"Melancholia"'s frontrunner status was hinted at during the show, according to The Hollywood Reporter. At one point, host Anke Engelke walked on stage in a wedding dress in slow motion, alluding to Kirsten Dunst's character in the film. "Melancholia" was up for eight awards but went home with three, also taking cinematography (Manuel Alberto Claro) and production design (Jette Lehmann). The film came up short a win for director, which went to Susanne Bier for "In a Better World," the best foreign film winner at the Oscars earlier this year.
Other notable wins included best actor, going to Colin Firth for "The King's Speech." The film proved to be a crowd favorite on both sides of the sea, also gaining the People's Choice Award at the European Film Awards. Tilda Swinton took best actress for "We Need to Talk About Kevin," and British director Stephen Frears was awarded the lifetime achievement award.

NEW YORK (Reuters) ? An urgent solution to the euro zone debt crisis needs to be found otherwise there will be widespread macroeconomic and financial disaster, one of the European Central Bank's top policymakers Juergen Stark warned on Friday.
The euro zone faces a crucial week next week with the bloc's leaders holding a crunch crisis summit at the end of it and the ECB meeting for its final policy meeting of the year, with pressure on it to make clear it is prepared to do whatever it takes to save the euro.
"The lingering and expanding sovereign debt crisis must be halted to avoid macroeconomic and financial disaster, in the euro area and beyond," Stark, one of the ECB's six-member Executive Board said in a speech at the Forecaster Club of New York which put the onus firmly on political leaders to act.
"A solution needs to be found urgently." "No country is immune anymore to a loss of market confidence in its public finances," Stark added, pointing the finger at the U.S., saying it was now "essential for the U.S. to formulate a credible fiscal consolidation program that returns its government debt to a declining path towards sustainable levels."
With the debt crisis taking an increasing toll on the euro zone's economy, the ECB is expected to cut interest rates for the second month running next week --by at least 25 basis points-- a move that would shunt them back down to the record low 1.0 percent they started the year at.
On top of that it is also expected to introduce a new wave of support measures to help the bloc's battered banks, including extending the loans it gives them to up to three years and loosening its rules to make it easier to access its funding.
Stark, who will quit the ECB at the end of the year, stuck to his view that the ECB should not be given the task of solving the crisis, code for no all-out bond buying.
"Monetary policy should not be overburdened. Monetary policy in the euro area was and will remain an anchor of confidence and stability. It will remain dedicated to its mandate of maintaining price stability."
Previously the ECB did not go under 1.0 percent with its main interest rate, but this time around economists believe it could be forced much closer to the zero mark.
Stark, who heads the bank's influential economics department as draws up pre-meeting recommendations on interest rate moves warned that ultra-low interest rates carried dangers.
"Maintaining very low interest rates for a protracted period may weaken the financial incentive for deleveraging for both the banking and non-financial sectors."
"Very low interest rates may also discourage banks from trading in interbank money markets. This is an important market for the transmission of monetary policy," Stark said.

The Institute for Supply Management said on Thursday its index of national factory activity rose to 52.7 from 50.8 the month before, beating analysts' expectations and showing the sector continues to expand.
The added momentum, which also showed through in the details of the report, reduces the chances the U.S. economy will slip into a new recession, even with an expected contraction in the euro zone.
Compared to a dismal first half of the year, the pace of U.S. growth more than doubled in the third quarter to a 2 percent annual rate. While that remains subpar, economists believe activity will prove even stronger in the final three months of the year.
The ISM measure of new orders rose to its highest level since April, and the export index also improved, albeit modestly.
"That should keep some momentum going," said Sean Incremona an economist at 4Cast in New York. "It is good to see things are not getting worse now."
Much of the rest of the world, however, is getting worse, especially in Europe where policymakers are fighting a raging sovereign debt crisis.
GLOBAL CONTRAST
The Global Manufacturing PMI, an index produced by JPMorgan based on surveys of purchasing managers, pointed to contraction in global factory activity for the third straight month in November. The index was dragged down by weakness in European and Asian factories.
But in the United States, even the country's moribund labor market is perking up. A gauge of private-sector employment on Wednesday that showed strong hiring in November has boosted expectations that a more comprehensive count from the government on Friday will also show improvement.
However, a report from the Labor Department on Thursday showed new claims for unemployment insurance rose last week, a reminder the healing process will be slow.
"(Claims) are not in a danger zone, but the trend is not becoming healthier," Pierre Ellis, an economist at Decision Economics in New York, said of the claims data.
U.S. stocks fell modestly, with the positive ISM data not enough to deter investors from pulling back a day after the Dow Jones industrial average logged its best daily performance since March 2009. U.S. treasury debt prices also fell.

U.S. consumers appeared to be doing their part to help growth at the start of the holiday shopping, although economists warn that weak incomes could lead them to dial back on spending.
Total retailer sales over the last weekend reached $52.4 billion, up from $45 billion last year, according to the National Retail Federation. Results from retailers on Thursday showed sales at stores open at least a year rose about as much as was expected for the month of November as a whole.
Separately, the Commerce Department said construction spending rose 0.8 percent in October, beating expectations.
Also pointing to growth, small businesses borrowing posted its 15th monthly double-digit increase in October, the Thomson Reuters/PayNet Small Business Lending Index showed.
However, economists still see a risk of a U.S. recession next year, especially if lawmakers allow extended unemployment benefits and a payroll tax cut to expire at the end of 2011.
The euro zone sovereign debt crisis also could derail the country's recovery from the deep 2007-2009 recession, which has left the unemployment rate stuck around 9 percent.
European policymakers are trying to contain the debt troubles, and the European Central Bank signaled on Thursday it could take stronger action if political leaders agree next week on much tighter budget controls in the 17-nation euro zone.
In the U.S. report on unemployment benefits, the four-week moving average of new claims, a closely followed measure of labor market trends, increased 500 to 395,750.
"If claims start to rise from here it would not be a good sign for the economy," said Gary Thayer, a macro strategist at Wells Fargo Advisors in St. Louis.

Men beware. The Wi-Fi from your laptop could be hurting the health of your sperm.
A new study, published in the medical journal Fertility and Sterility by researchers from Argentina and the U.S., found that semen samples placed a little more than an inch under a Wi-Fi-connected laptop experienced more DNA damage and mobility issues than regular sperm. The samples were taken from 29 healthy men with an average age of 34.

After just four hours sitting under a Wi-Fi-connected laptop, 25% of the sperm samples were no longer mobile and nine percent showed DNA damage. Meanwhile, only 14% of the samples stored away from the computer were inactive, and they showed minimal DNA damage.
"Our data suggest that the use of a laptop computer wirelessly connected to the Internet and positioned near the male reproductive organs may decrease human sperm quality," the report said. "At present we do not know whether this effect is induced by all laptop computers connected by Wi-Fi to the Internet, or what use conditions heighten this effect."
The study also tested the sperm next to laptops that were not connected to Wi-Fi. They showed some damage -- though less than the connected laptops. This suggests heat may also be a factor in impacting the health of your swimmers.
This is not the first time a study revealed that laptops might be harmful to sperm. A widely-reported 2010 study found that men who keep their laptops on their laps may be hurting the quality of their sperm due to scrotal hyperthermia -- that is, elevated temperatures in the testes.
The latest study noted that more research needs to be conducted to learn the true effects of electromagnetic radiation generated by a laptop's Wi-Fi connection -- since it was conducted in an artificial setting.
Male infertility is not uncommon. In fact, about one in six U.S. couples have difficulty conceiving. According to the American Urological Association, a man's fertility is a factor in 50 percent of these cases.

NEW DELHI ? Indian authorities said Wednesday they had broken up a terror cell responsible for a series of bombings, including a deadly blast at a southern cafe popular with foreigners.
The arrest of the six men, one of whom was Pakistani, was the first reported breakthrough by Indian authorities trying to solve a string of recent terror attacks.
The accused were part of a cell of the shadowy domestic terror group known as the Indian Mujahideen, and they were found with two rifles, a pistol, nearly 5 kilograms (11 pounds) of explosives, detonators and fake Indian currency notes, according to a statement from the New Delhi police.
The cell was responsible for the Feb. 13, 2010, blast that killed 17 people at a cafe in Pune, a bombing at a Bangalore cricket stadium and the shooting and bombing attack outside a famous New Delhi mosque that injured two foreigners.
The cell collapsed in a series of police raids across India last week, after the arrest of one member led authorities to the others, police said.
All those arrested were "subjected to intensive interrogation," the statement said.
The government has come under strong criticism for failing to stop terror attacks and arrest the masterminds behind the Sept. 7 blast outside Delhi's High Court, which killed 13, and the July 13 triple bombing in Mumbai that killed 26.
Those arrested included Mohamed Adil, who police identified as a Pakistani sent to India on the instructions of Riaz and Iqbal Bhatkal, who are top leaders in the Indian Mujahedeen the Indian government says are living in Pakistan.
Indian police believed they had eliminated the group after a series of raids in 2008, but the recent attacks made it clear the Indian Mujahedeen had re-emerged.
Diplomats and Indian intelligence officials say the group arose out of Muslim Indian's anger at Hindu extremists' 1992 destruction of the 16th century Babri Mosque and the 2002 spasm of communal violence in the western state of Gujarat that killed more than 1,000 people, most of them Muslim. Indian officials accuse the group of ties to Pakistani militants.

Adele scored six Grammy nominations on Wednesday, including for record, song and album of the year, but the owner of the 2011's best-selling album with "21" wasn't the night's top nominee ? and that wasn't the evening's only surprise.
Kanye West came away with a leading seven nominations, including a bid for song of the year for his all-star song "All of the Lights." However, the album from which it came ? "My Beautiful Dark Twisted Fantasy," heralded by many critics as the best album of 2010 ? was not in the best album category, and all of his other nominations were relegated to the rap fields.
Other notable omissions in the top categories included country phenomenon Taylor Swift and veteran crooner Tony Bennett.
Bruno Mars and the Foo Fighters tied Adele with six nominations each, including in the album of the year category. Lil Wayne had five nods and critical-darling folky act Bon Iver scored four nominations, with two in the prestigious record and song of the year categories. But dubstep star Skrillex may have been the night's biggest surprise, getting five nominations, including a bid for best new artist.
"It feels incredible. Me and these guys, we locked ourselves in the studio not too far from here and worked on this album, especially 'Grenade,'" Mars said after the nominations were announced. "That's the song we worked the hardest on. That's like our trophy right there. Of all the songs we've been fortunate enough to be a part of this year, we were most proud of that one."

The nominations were announced after the Recording Academy's fourth annual live concert special, which aired on CBS from the Nokia Theater in Los Angeles. The hour-long event featured key nominees like Lady Gaga, Katy Perry, Nicki Minaj and the Band Perry.
Even though Adele didn't get the lion's share of nominations, she got them where it counted: Her "21," the mournful post-breakup album that produced smash hits like the torch ballad "Someone Like You" ? was nominated for album of the year. The searing groove "Rolling in the Deep," which spent seven weeks at No. 1 this past summer, got nominations for both record and song of the year. Only Mars got nominations in all three categories as well.
Other nominees in the record of the year category included Bon Iver's ballad "Holocene"; Mars' ballad "Grenade"; Mumford & Sons' "The Cave"; and Katy Perry's inspirational anthem "Firework." For song of the year, which honors the writers of the tune, contenders included "The Cave," "Grenade" and "Holocene."
The best album category was as noteworthy for who was excluded as it was for who was nominated. Lady Gaga garnered her third straight nod in the category for "Born This Way," while veteran rockers the Foo Fighters were nominated for "Wasting Light," along with Mars' debut album, "Doo-Wops & Hooligans," and Rihanna's steamy dance album "Loud."

Shut out were perceived favorites like 85-year-old Bennett, who became the oldest person to score a No. 1 debut when his "Duets II" album was released earlier this year, and the megawatt collaboration of Jay-Z and West with the heavily hyped "Watch The Throne."
The biggest snub may have been to Swift, who won in the category in 2010 and was considered by some critics to be a favorite for "Speak Now," which has sold 3.7 million copies. She did get three nominations, however, including for best country album.
(Another blonde diva, Beyonce, merited just two nominations in lesser categories).
Unlike the past two years, which saw Swift and fellow country act Lady Antebellum soar in the general categories, the only country act that got a mainstream nomination was the country sibling act The Band Perry. Best known for their poignant ballad "If I Die Young," they got a nomination for best new artist. Their competition also includes Bon Iver, Jay-Z rap prot?g? J. Cole, Skrillex and rapper-singer Nicki Minaj, who scored four nominations in total.
The 54th Grammys will be held Feb. 12 in Los Angeles. The ceremony will mark the first since the academy shaved its categories from 109 to 78 this year, amid some protest. Some of the more niched categories, like best Zydeco or Cajun music album, were eliminated.
In addition, men and women now compete together in vocal categories for pop, R&B and country, instead of having separate categories for each sex. This year, the category is best pop solo performance and Bruno Mars is the only man nominated for "Grenade." His competition includes Adele for "Someone Like You," Lady Gaga for "You and I," Pink for "(Expletive) Perfect" and Perry for "Firework."

PHILADELPHIA - The way Tom Brady was getting everyone involved, it's a surprise no linemen or linebackers caught passes.
Brady threw for 361 yards and three touchdowns and the New England Patriots beat the Eagles 38-20 Sunday in a rematch of the 2005 Super Bowl.
Filling in for the injured Michael Vick for the second straight game, Vince Young couldn't keep Philadelphia's fading playoff hopes alive despite throwing for a career-best 400 yards passing.
The AFC East-leading Patriots (8-3) stayed in the hunt for the No. 1 seed in the conference behind a surgical-like effort from Brady.
The six-time Pro Bowl quarterback finished 24 of 34, Deion Branch had 125 yards receiving and Wes Welker caught eight passes for 115 yards and two TDs. Brady's favorite targets, tight ends Rob Gronkowski and Aaron Hernandez, also chipped in.
Gronkowski caught his 11th TD pass and Hernandez had six receptions. BenJarvus Green-Ellis scored twice on the ground.
"It was more balanced today," Brady said. "That's how it needs to be. You have to run it. You have to throw it to everybody. We did a good job maximizing all the guys."
The Eagles (4-7) are all-but-mathematically eliminated from playoff contention in a season that began with Super Bowl expectations.
Angry fans made their feelings known about coach Andy Reid, chanting "Fire Andy!" in the second half.
"The way we played, I can understand," Reid said.
The defending NFC East champions fell to 1-5 at home and have lost eight of nine at the Linc, including a playoff loss to Green Bay last January.
Down 10-0 early, the Patriots rallied behind Brady. New England scored on five of its next six possessions, excluding a kneel-down at the end of the first half.
"Overall we did a great job of staying composed on the sideline and making the right adjustments and doing pretty much what we game planned for," Branch said.
Brady and coach Bill Belichick improved to 4-0 against Reid's Eagles, including a 24-21 win for their third NFL title in four years after the 2004 season.
"Tom did a good job really pressing the issue," Belichick said. "He felt he had them on the run with some of the mismatches. Tom kept pressing it, guys got open and Tom did what he does best, finding the open guys."
Young led the Eagles to a 17-10 win against the New York Giants last week in his first start in nearly a year. He put up decent numbers against the worst-ranked defense in the league, but couldn't overcome another inept performance by the Eagles' defense.
Young finished 26 of 48. It was just his third career game over 300 yards.
"Andy's a tremendous guy," Young said, defending Reid. "I have the utmost respect for him. Fans don't understand some of the situations that goes on during the game. You can't put it all on Andy. We're going to always continue to keep fighting hard, playing hard for him."
Michael Vick broke two lower ribs in a loss to Arizona on Nov. 13. He got hurt on the second play of that game and stayed in, but hasn't practiced the past two weeks. It's uncertain whether Vick can play when Philadelphia visits Seattle on Thursday night.
After a fast start, the Eagles fizzled.
Brady engineered a 70-yard drive capped by Green-Ellis' 4-yard TD run to cut it to 10-7. The Pats converted two third downs on the drive, including two by penalty.
Helped by a missed call, New England's defense then forced a three-and-out. Young was sacked by Rob Ninkovich, who spun the quarterback down by pulling his facemask. But the referees didn't see it, eliciting loud boos from the crowd when the replay was shown on the video screen.
One play after just-signed Tiquan Underwood dropped a wide-open pass, Brady connected with Branch for 63 yards to the Eagles 1 on a third-and-13. Green-Ellis scored on the next play to put the Patriots up 14-10.
Antwaun Molden intercepted Young's deep pass intended for DeSean Jackson on Philadelphia's next play and returned it 27 yards to the Eagles 34. But the Patriots couldn't convert the turnover into points. Stephen Gostkowski missed a 39-yard field goal wide right.
No problem for Brady and Co.
The Eagles went three-and-out again, and the Patriots went to a no-huddle when they got the ball back.
Welker blew past the secondary and Brady hit his wide-open target in stride for a 41-yard TD pass to give New England a 21-10 lead.
"He said if he got a certain look he could get it," Brady said. "Afterward he came to the sideline and said, 'I told you! I told you!' It's nice when they work out the way you talk about."
Jackson dropped what could've been a 4-yard TD pass and the Eagles settled for a 22-yard field goal to get within 21-13.
It was the second time in the first half that Jackson appeared to shy away from contact and dropped a pass across the middle.
Fans let him hear it with a chorus of boos. Jackson, a two-time Pro Bowl pick, is in the final year of his rookie contract and has been unhappy that he didn't get a new deal. He dropped a deep pass that could've been a TD in the third quarter, and was benched in the fourth quarter.
The Patriots got the ball to start the second half and Brady led them into the end zone again, tossing a 9-yard TD pass to Welker for a 31-13 lead.
Brady threw a 24-yard TD pass to Rob Gronkowski to extend it to 38-13 in the fourth quarter.
Notes: Patriots WR Chad Ochocinco sat out with a hamstring injury. ... Gostkowski's miss was his second from under 40 yards in 14 attempts. ... McCoy has 11 TDs rushing, five shy of breaking the single-season team record held by Hall of Famer Steve Van Buren. ... Young's last 300-yard game was against Arizona on Nov. 29, 2009. He threw for 387 yards in Tennessee's 20-17 win.
